Thibault Fouillet is the scientific director of the Center for the Analysis and Forecasting of International Risks (CAPRI) and a research associate at the Institute for Strategic and Defense Studies (IESD) at the University of Lyon III. He holds a Ph.D. in history, having written a dissertation on the grand strategy of small states. A synthesis of this thesis has been published on editions "La découverte" entitled: Geopolitics of small states.

His research focuses on operational studies and comparative strategic dynamics. He is also developing expertise in professional wargaming; in this capacity, he founded the French Wargaming Studies Conference, which has been held annually since 2024. Finally, he serves as a reservist in the French Navy as a specialist officer.
