Jack R. Twiss Quarles van Ufford is a lecturer at the Baltic Defence College in Tartu, Estonia, and a former Ambassador of the Kingdom of the Netherlands to Lithuania (2022–2026). During his distinguished diplomatic and public service career, he served as Director of Intelligence at the Netherlands' General Intelligence and Security Service (AIVD), Foreign Policy and Defence Advisor to the Dutch Prime Minister, and held senior diplomatic postings in Washington, Ramallah, Tanzania, Nigeria, and the Ministry of Foreign Affairs in The Hague. He holds a Master's degree in Social Anthropology from the University of Amsterdam.
