Zilvinas Tomkus is the Vice-Minister of National Defence of Lithuania.
Zilvinas Tomkus completed a bachelor's and master's degrees in Political Science at the University of Vilnius. From 2000 to 2003, he qualified as an infantry platoon commander (with the military rank of reserve lieutenant) at the General Jonas Žemaitis Military Academy of Lithuania in Vilnius.
Tomkus worked as Chief Specialist at Defence Policy and Planning Department, Ministry of National Defence, from 2006 to 2008 as Deputy Head of Division, then as Deputy Director of the Defense Policy and Planning Department, from 2012 to 2014 as Director of International Relations and Operations Department, and from 2017 to 2021 as Director of Military Service and Personnel Department in Ministry of National Defence. He was also the Defense Advisor to the Defense Affairs Department of the Permanent Mission of the Republic of Lithuania to the North Atlantic Treaty Organization (NATO).
